Members Present: Dale Eberhart-Chadron, Gary Schmucker-Gering, Ed Hollinger-Hemingford, Gary Fisher-Crawford, Randy Marymee-Morrill, Rod Borders-Gordon, John Cruzerio-Sioux County, Don Wagner-Mitchell, Gayla Fredrickson-Hay Springs, Lewis Shoff-Bridgeport, Lewis Gellett-Rushville, Terry Miller-ESU #13.

Move by Dale Eberhart-Chadron, seconded by Lewis Shoff-Bridgeport to approve bylaws committee recommendation to waive the Dec. 1 deadline for Scottsbluff Public Schools and Chadron State College to join the consortium and that they be charged a $1000 membership fee, and be full voting members of WNDLC. Chadron State is still contingent on the signing of the interlocal agreement. Motion passed unanimously.
Moved by Gary Fisher-Crawford, seconded by Don Wagner-Mitchell to approve the bylaws committee recommendation that any other school (including ESU #14, WNCC, and UNL) be required to follow the application proves outlined in the bylaws, as well as pay a $2500 membership fee. Once approved, all schools would be full voting members of WNDLC. Motion passed unanimously.
Moved by Dale Eberhart-Chadron, seconded by Gary Fisher-Crawford to accept the bylaws committee recommendation to adhere to the language in the bylaws that states that while the grant is active there will be no charging of receive site schools for distance learning instruction. If consortium members want to compensate their own teachers for teaching over the system, that will be an individual district’s option. Motion passed unanimously.
Moved by Gary Fisher-Crawford, seconded by Lewis Shoff-Bridgeport to accept the bylaws committee recommendation to form an executive board of WNDLC. The executive board will consist of six voting members: the President and Vice President of the Governing Board, one representative from the Southern schools (Phase I), one representative from the Northern schools (Phase II), one representative from ESU(s), and one from the postsecondary institutions. In addition, the past-president of the WNDLC Board and a representative from the principal’s council are invited to meetings as non-voting members. The election of executive board members and alternates take place at the spring meeting of the Consortium Governing Board. Motion pass unanimously.
Moved by Dale Eberhart-Chadron, seconded by Gary Fisher-Crawford, to approve the WNDLC bylaws as amended. Motion passed unanimously.
Moved by Gary Schmucker-Gering, seconded by Dale Eberhart-Chadron to elect Don Wagner-Mitchell as President of WNDLC through Spring 2000. Motion passed 11-0 with Wagner abstaining.
Moved by Gayla Fredrickson-Hay Springs, seconded by John Cruzerio-Sioux County to elect Gary Fisher-Crawford as Vice President of WNDLC through Spring 2000. Motion passed 11-0 with Fisher abstaining.
Moved by Dale Eberhart-Chadron, seconded by Gary Schmucker-Gering to appoint B.J. Peters as secretary of WNDLC and ESU #13 as treasurer of WNDLC. Motion passed unanimously.
Moved by Rod Borders-Gordon, seconded by John Cruzerio-Sioux County to elect Dale Eberhart-Chadron as the Northern representative on the WNDLC Executive Board. Motion passed 11-0 with Eberhart abstaining.
Moved by Don Wagner-Mitchell, seconded by Lewis Shoff-Bridgeport to elect Gary Schmucker-Gering as the Southern representative on the WNDLC Executive Board. Motion passed 11-0 with Schmucker abstaining.
Moved by Dale Eberhart-Chadron, seconded by Lewis Gellett-Rushville to elect Terry Miller-ESU #13 as the ESU representative on the WNDLC Executive Board. Motion passed 11-0 with Miller abstaining.;
No higher ed representative was elected to the executive board since there are no colleges yet members of WNDLC.
There was general consensus to hold most WNDLC executive board meetings on the same day as the ESU #13 advisory council meetings to reduce travel.
